Abstract
This paper describes a master system for SO/LIC activities concentrating on the reconnaissance element. The central element of reconnaissance is a pseudo-satellite balloon system that gives a SO/LIC commander his own realtime reconnaissance asset that allows him to be self sufficient in the key elements of a SO/LIC operation; namely, command, control, communications and intelligence.
