Abstract
This paper proposes a common designing of a portable video transmitter that is featured by high-quality video compression and high-reliability/efficiency transmission protocol. For flexible video compression on a very small platform, a new software codec is deployed, which is accelerated with an innovative motion vector search algorithm and an adaptive picture prediction type selection. The compressed video is transmitted by the store-and-forward operation fortified with a newly proposed protocol that can deal with the network errors, unpredicted line cut-off and throughput declination in a high delay environment. A prototype system developed based on the proposed architecture is finally described. A notebook-based platform achieves MPEG-2 video transmission even from outdoor environment in particular for an urgent video coverage or quick video reporting.
